Italian bureaucracy

In Italy there's a saying: for every problem, a form to fill out.
Italian bureaucracy is often described as slow, complex, and at times Kafkaesque.

Read it with audio, tap any word, keep the ones you want to remember.

Opening a business, for example, takes on average many more days than the European average.
The causes are various: overlapping laws, disconnected offices, procedures never fully digitized.
A simple certificate can require the signature of three different offices.
In recent years the state has promised a digital shift with SPID and the IO app.
These tools have indeed simplified some everyday procedures.
However, many important procedures remain anchored to paper and stamps.
Elderly people, in particular, struggle to adapt to the new digital systems.
Bureaucracy, paradoxically, ends up weighing most heavily on those with fewer resources.
Simplifying doesn't just mean digitizing, but rethinking entire procedures.
Until that happens, the form to fill out will remain a national symbol.
